Grammar Note #1: for formal situations (when you’re not on a first-name basis with someone), you would say “Señor García, le presenta a Rosa”. Notice that the “te” changes to “le.”
Grammar Note #2: If you are a female and you say “Delighted [to meet you]” you would say “Encantada”. If a male says “Delighted,” he would say “Encantado.” It should be changed according to the speaker and not the one being spoken to.
